Intelligence Systems Maintainer Procurement

This Statement of Work covers the support for the near real-time Full Motion
Video (FMV) system by a technical maintenance expert.
NATO OPS and Intel communities require a near real time reconnaissance
capability in order to undertake a wide-range of operational and tactical
mission types within theatre. This includes time-sensitive activities such as
time-sensitive targeting to supporting the longer-term detailed intelligence
analysis that may be conducted at the various HQs in ISAF. FMV provides
capabilities of dissemination, storage, archival and retrieval (DSAR) of
stream live and recorded videos.
The consultant is required to provide a Second Level of support, which
applies to the centralized FMV system operation, administration and
management tasks to maintain services across the operational baseline and
covers support of fault isolation as applicable, in-depth technical assistance
to first level support staff and on-site support if necessary.

Full time consultant to support with operational maintenance of FMV to ensure that system covers sufficiently the user requirements. This includes as follows:
a. Assist Intelligence & Exercises Section in maintenance
and administration tasks supporting the FMV system capabilities
for their independent building, development and support.
b. Participate in the analysis, design, testing, integration and
implementation of FMV components. The consultant must have a
good knowledge of a RDBM Systems analysis, organization,
design, implementation and maintenance.
c. Provide the technical and management expertise including
Quality Assurance, Configuration Management of system
components, Test and Acceptance, administration of database
schema, performance assessment, deficiency reporting as well as
maintenance engineering.

Se requiere:

• Proven experience with database design and implementation using Oracle.
• Proven experience with Oracle Geo-Spatial plug-in
• Proven experience with software development using imaging software
and image processing.
• Proven experience with software development using Multimedia search
engines and Rich Media Management.
• Proven experience with broadcasting solutions (Multicasting in
particular).
• Proven experience with monitoring, analyzing and indexing live broadcast
feeds in real-time.
• Knowledge of Microsoft Team Foundation Server.
• Extensive experience with operations and installation of Windows[-]Server and XP/Vista/7 workstation.
• Extensive MS-Office[-]knowledge.
• Data management (Oracle/SQL query building and filtering).
• Proven ability to communicate effectively orally and in writing.
